Sailing Instructions

  1. RULES
    1. All races will be governed by the Racing Rules of Sailing 2009-2012 (RRS), the prescriptions and safety regulations of Yachting Australia (YA), except as any of these that are changed by these sailing instructions. All races are designated as Category A events.
    2. All boats should comply with their Class Rules; any infringement may result in disqualification for the race or races affected.

  2. ENTRIES
    1. Eligible skippers enter by writing the boat’s sail number, name, names of skipper and crew and boat class on the sign-on sheet, available in the clubhouse on the day of the race, for the heat of the series.
    2. Eligibility requirements for monohull boats are that they be less than 4.86 metres in overall length (multihulls less than 4.31 metres in overall length), and comply with the YA safety regulations.
    3. Eligibility for all boats are that they are insured for a minimum $5 million Public Liability.
    4. All competitors are to pay a race entry fee of $5.00. 
    5. All entrants agree to be bound by the Racing Rules of Sailing.
    6. The CRSC Inc. reserves the right to refuse the entry of a competitor.

  3. NOTICES TO COMPETITORS
    1. Any notices to competitors will be posted on the club notice board and adjacent to the sign-on sheets.

  4. CHANGES IN SAILING INSTRUCTIONS
    1. Any change to the sailing instructions will be posted before 1300 hours on the day it will take effect, except that any change to the schedule of races will be posted on the Club’s website by the day before it will take effect.
    2. Change to the sailing instructions may also be made by being communicated to each boat on the water before its warning signal.

  5. SIGNALS MADE ASHORE
    1. Signals made ashore will be displayed on the club’s flagpole.
    2. Flag AP with two sound signals (one when lowered) means “The race is postponed. The warning signal will be made not less than 15 minutes after the AP is lowered.”

  6. SCHEDULE OF RACES
    1. Races are scheduled as set out in these sailing instructions. The time of the warning signal for the first race on each race day shall be at 1325 hours.
    2. A second and subsequent races on a day, to be sailed at the discretion of the Principal Race Officer (PRO), will commence after the last boat in the previous race has crossed the finish line or withdrawn.
    3. Races will be held on Saturday 21st May, 18th June, 16th July and 20th August 2011. 

  7. RACING AREA
    1. A map, not to scale, of the racing area is annexed to these sailing instructions.

  8. THE COURSE
    1. The schedule of courses annexed to these sailing instructions show the courses, the order in which marks are to be rounded or passed and the side on which each mark is to be left. 
    2. Classes of boats that are not listed on the course map will be allocated a course based on a class that has a course whose yardstick is nearest to the class not listed.
    3. Boats shall not pass between the channel marks and the adjacent shore.
    4. Boats shall not sail among craft on permanent NSW Maritime moorings.
    5. Boats shall not collide with, or cause collisions with, moored craft.

  9. MARKS
    1. All marks will be orange buoys bearing flags as below:

    3. All marks shall be laid in the proximity of the places shown on the schedule of courses at the discretion of the PRO based on his/her assessment of weather conditions and tide.

  10. THE START
    1. Races will be started from the Committee boat.
    2. Unless notified otherwise by the PRO all classes shall start together. 
    3. The PRO will use the CRSC A Class flag to start the race.
    4. The starting line shall be between the mast of the Committee boat and the monohull mark of the course indicated as the start on the Schedule of Courses.
    5. The course may be notified by the PRO prior to the Committee boat leaving the shore, but the course number flag will be displayed on the Committee boat when it is on station at the starting line.
    6. If the on water wind velocity is in excess of 25 knots for a 30 second period a start may be abandoned or postponed or otherwise at the Race Committee’s discretion.

  11. SHORTENED COURSE
    1. The course may be shortened by flying Code Flag S from the Committee Vessel or other craft designated by the PRO and each competitor being informed of the course before the first boat crosses the finishing line. This changes RRS Rule 32.2

  12. THE FINISH
    1. The finishing line shall be between the designated point on the western side of the clubhouse and the finishing mark.
    2. Boats shall only pass between Mark No. 7 and the clubhouse or between the finishing mark and the clubhouse when approaching the finishing line to finish.
    3. Boats not completing the course must indicate that on the sign-on sheet. Writing D.N.F or D.N.S is sufficient. Failure to do this will cause the skipper to score points for D.N.C. This changes RRS A9.
    4. Skippers that sign-on but do not leave the shore should record D.N.C on the sign-on sheet as soon as possible after they reach the decision not to sail.  This is a safety issue for other Club members.

  13. TIME LIMITS
    1. The time limit will be eighty minutes for the first race of the day. Boats finishing more than 20 minutes after the first boat finishes or after the time limit, whichever is the later, will be scored D.N.F.  There will be no time limit for the second and subsequent race each day.

  14. PROTESTS AND REQUESTS FOR REDRESS
    1. Protests shall be written on the forms available at the clubhouse and lodged there with a member of the race committee within 30 minutes of the finish of the protesting boat or, should she not finish, within 30 minutes of her return to the rigging area. In addition, the finisher shall be notified of the existence of a protest within the same period.

  15. SCORING
    1. The Low Point scoring system of Appendix A will apply.
    2. Only those who pay the race entry fee shall be eligible to score points for a race. 
    3. Rule 76.1 of the RRS is modified so any inconsistency with rules 16.2 and 16.3 of these instructions is eliminated.
    4. All races are handicap events and points will be awarded for the handicap result of each skipper. A class yardstick will be applied to different classes to obtain their scratch results that will be modified by the handicap assigned by the Handicapper.
    5. Where three race days or less are completed each skipper’s series score will be the total of their race scores.
    6. Where four race days are completed, each skipper’s series score will be the total of their race scores with their worst score discarded.
    7. A skipper’s results from each race day will be averaged to provide one result for the day.  For example, where there are two races on one day and a skipper sails 1st in the first race and 3rd in the second race their result for the day will be 2 points.
    8. Skippers may change boats across the series and maintain their points.  When a skipper changes the class of boat they sail the Handicapper may adjust the skipper’s handicap.
    9. Any person reported to the Race Committee and found guilty of using offensive language may be disqualified from that day’s race.

  16. CHANGE OF SAILING EQUIPMENT
    1. The Race Committee shall be notified by any skipper of a change in boat, a sail or other substantial equipment. Notification may be made on the sign-on sheet. A skipper’s handicap may be adjusted because of the change.

  17. PRIZES
    1. The 1st placed skipper and their crew, if a two handed boat, will be recognized by the awarding of the CRSC Chilly Invitation Cup and individual trophies.
    2. The 2nd and 3rd placed skippers and their crew, if a two handed boat, will be recognized by individual trophies.

  18. DISCLAIMER OF LIABILITY
    1. Competitors participate in CRSC Inc. races entirely at their own risk. See rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after any CRSC Inc. event.
